  divorced from politics and bureaucracy and duplication

   purpose of administering quality health care to all   
                                                        
        Americans by well-trained professionals and       
                                                          
                              institutions fairly compensated

 Alternatives:

*  Totally free market, free enterprise

*  A semi-public national corporation like the F.D.I.C.

*  A  national government health program like  Britain,  Canada,
        Japan, Germany, France.

5.8% GDP '89 Great Britain    95% salaried physicians

6.7% GDP '89 Japan            64% salaried physicians

12% GNP '90 U.S.A.            Fee-for-service

*  A mixture of government programs---federal,  state and local;  
commercial  for-profit insurance company coverage,  Blue  Cross--
Blue  Shield non-profit insurance coverage (the  doctor's  plan),
and self-insured coverage, i.e. our present system.
